The fact is there are thousands of freelance writers available if a client is looking for one. Your goal is to stand out from the crowd by showing potential clients the quality of your work. If you’ll under promise and over deliver, clients will be happy to recommend you to others. When you’re trying to explain why you’re the best writer for a particular new job, remember to keep things simple rather than sending a 5 page resume.
Make Your Writing Easier
Does one client require a specific format for all of their work? You can create a template to help you save time. If you can streamline what you do by making templates or spreadsheets, you’ll have more time to spend writing or improving your writing skills. The more of your work that can be done quickly, the more time you’ll have to meet writing deadlines and possibly get other work.
Keep Looking for Other Opportunities
Let’s be realistic, unless you’re the best freelance writer in the world, its unlikely clients will come beating at your door. Non-profit charities have marketing needs, too. By offering your talent as a freelance writer, you’ll be able to benefit the charity as well as show local people your writing skills. Who knows, since most charities have volunteer board members, one of them may ask you to do work for them which is paid.

Keep in mind that it’s not just about MORE work but about better work. Increasing your income without increasing your workload (by finding higher paying opportunities) leaves you more room to continue expanding your own writing.
Depends on where you are in your business.
If you’re just starting out, it’s about getting clients, yes they have to be able to pay your rates but if freelancing is your day job then drumming up business is essential.
I’d also say that while the goal is to always have good clients, which could mean clients with ongoing projects or large projects, it’s also always about making sure you have enough clients to keep you in business. Because clients come and go, you cannot rely on your favorite 5 to pay the bills because in one month 4 of them could decide they’re going out of business, changing focus and so on.
It’s a balance, like everything.
